In August, the value of all construction contract awards according to Barbour ABI data was £4.9 billion based on a three month rolling average. This is a decrease of 5.6% on July but annual comparisons show that this is also a decrease of 18.7% when compared to August 2018. In the three month period ending August 2019, total construction contract awards were valued at £15.2 billion which is an increase of 2% on the previous quarter and also 1.8% higher than for the comparable quarter ending August 2018.
The residential sector remains dominant with contract awards and held the largest share in August with 42.5% of the total awards. This dominance by the residential sector meant that all other sectors has much smaller share of awards in August. Infrastructure was the second largest sector in August with 14.0% of awards and was followed by education with a share of 11.4% and was only marginally ahead of the industrial sector which accounted for 11.3% of construction contract awards.
The outlook for construction output into the medium term remains subdued with forecasters regularly revising down growth forecasts given the Brexit uncertainty and the issues surrounding the viability of some major infrastructure projects. Short-term forecasts indicate decline of 1-2% for total construction output in 2019 followed by a return to positive, but modest, growth in 2020 and 2021. Whilst the pipeline remains fairly robust, the downturn in economic growth in Q2 2019 and the low levels of business investment and spending are key concerns. In addition, the lower levels of construction new orders in Q2 will in turn exert negative influence on the planning pipeline into the short-medium term, leading to lower rates of output growth in H2 2019 and into 2020 and 2021.
